Post image seems to be down as I try and respond, but my manual cars only had 3 pedals - gas, brake, clutch.

Spice that is the same as me the fourth was there just to rest the left foot apparently.

Steve I believe it is a pedal to rest your left foot and if there is an emergency you jam it on your brakes.
